PBSA Heavitree Road S.A.R.L. and the Devon and Cornwall Police and Crime Commissioner (PCC) have resolved an issue concerning affordable units at its consented purpose-built student accommodation (PBSA) and co-living scheme. In January 2026, Architects brown + company, representing the delivery companies, secured planning approval from Exeter City Council for the construction of 399 student apartments and 414 co-living studios in buildings up to six storeys high.
Scheme Details
The development will feature various amenities, including gyms, a wellness studio, co-working spaces, and theatre kitchens. The site has been vacant since 2021 and has faced challenges, including being the target of at least three deliberate fires last winter, two occurring in the same week. The approved plans include a new public route through the site and measures aimed at minimising environmental disruption. The project is expected to deliver over 10% biodiversity net gain through native planting and the introduction of over 150 new trees. The landscaping strategy incorporates a mix of outdoor spaces for both resident and public use, with the student courtyard divided into two zones: one for events and activities, and another for a quieter environment.
Affordable Units Negotiation
Initially, the number of affordable units in the co-living section was set at 83. However, due to Vacant Building Credit regulations applicable to brownfield sites, the developer sought to reduce this number to 39. Following negotiations, the applicant has now agreed to a revised total of 61 affordable homes in the development, which includes 60 units plus a financial contribution of just over £10,000 towards affordable housing schemes elsewhere. This financial figure is calculated based on a nationwide formula. The committee ultimately voted to permit the reduction in the number of affordable units.
