What SDLT is doing on a block deal
SDLT on PBSA is the stamp tax on buying land or a building in England or Northern Ireland. It is paid on chargeable consideration, usually the price, and the return is due shortly after completion. It is a cash item in the equity stack, not a footnote.
A house in Nottingham let as an HMO and a purpose-built block in Leeds can sit on different rate scales. The PBSA vs HMO guide covers the asset-class split; this page is the purchase-tax file.
UK coverage: 1,849 active schemes across 78 cities (62 cities with a hub page). As of 20 October 2026. These are PBSAX coverage figures, not a national census. See PBSA news for the dated snapshot, and city pages under UK PBSA.
Classification and current rates
GOV.UK sets a £150,000 starting threshold for non-residential land and property and publishes the current residential and non-residential bands separately. Many institutional PBSA purchases are modelled on the non-residential scale, so the additional-property surcharge that applies to many second homes does not automatically attach. That is only safe if the solicitor agrees the asset is non-residential on the facts of the deal.
Do not invent a “typical” SDLT bill on this page. Read the HMRC calculator and the completion statement. How the deal is structured is on PBSA transactions. VAT is on VAT on PBSA.

FAQs
Is PBSA residential or non-residential for SDLT?
Many purpose-built student blocks are treated as non-residential for Stamp Duty Land Tax in England and Northern Ireland, so the residential additional-property surcharge that hits many houses does not apply. Classification depends on use, occupation, and the transaction documents. Confirm with the solicitor — do not underwrite from the word PBSA.
What is the SDLT threshold for non-residential property?
GOV.UK states that SDLT starts to apply on non-residential land and property from £150,000. Current bands and any surcharge sit on the HMRC pages at completion. Scotland uses Land and Buildings Transaction Tax; Wales uses Land Transaction Tax.
Does the non-UK resident surcharge apply?
A non-UK resident purchaser can pay an extra SDLT surcharge on top of the tax otherwise due. Residence is a statutory test. Ask counsel whether it applies to the buying entity.
How are portfolio or linked purchases treated?
Linked transactions can aggregate consideration. An SPV share deal may avoid property SDLT but changes lender security and other taxes. Neither is a default shortcut.
Is this tax advice?
No. This page is general information. The return is due shortly after completion — your solicitor should file the correct classification for the deal you actually sign.
