VAT on PBSA

How UK purpose-built student schemes sit against VAT on rents, construction, and sales — and what to confirm in the bid file.

Why VAT matters on a student scheme

VAT on PBSA sits in three places: student rents, construction or refurbishment, and the sale or long lease of the building. Get one of those wrong and the cash-on-cash return moves even if the rent roll looks intact.

A block in London or Manchester can have the same bed count and a different VAT outcome once mixed-use floors, an option to tax, or a refurbishment are in the file. Start from HMRC’s published rules, not from the marketing label “purpose-built”.

UK coverage: 1,849 active schemes across 78 cities (62 cities with a hub page). As of 20 October 2026. These are PBSAX coverage figures, not a national census. See PBSA news for the dated snapshot, and city pages under UK PBSA.

Rents, new-build, and Notice 708

Student residential rents are generally exempt. HMRC Notice 708 also treats “residential accommodation for students or school pupils” as a relevant residential purpose for zero-rating new construction when the other conditions are met. That is a statutory category, not a brand. The building must be intended solely for that use, and the contractor usually needs the right certificate.

Work to an existing building is often standard-rated. Developers should lock the VAT position in the development contracts. Buyers should read invoices and elections in due diligence. Stamp duty sits on PBSA SDLT.

FAQs

Is VAT charged on student rents in PBSA?

Rents for student residential accommodation are usually VAT-exempt. That means operators typically do not add VAT to rent and cannot recover all input VAT on running costs. Confirm the letting documents and any option to tax on the building.

Can new-build PBSA be zero-rated for VAT?

HMRC Notice 708 can zero-rate construction of a building intended solely for a relevant residential purpose, which includes residential accommodation for students or school pupils. Qualification is a facts test — certificates, design, and use all matter. It is not automatic because the asset is labelled PBSA.

What is an option to tax on a student scheme?

A seller or owner can elect to tax a commercial building so that a sale or some supplies become taxable. That can change the price, the buyer’s recovery, and later letting mechanics. Read the election in legal due diligence before you treat the price as VAT-exclusive.

Is refurbishment treated the same as new-build?

Usually not. New qualifying construction can be zero-rated; work to an existing building is often standard-rated. Agree the VAT treatment with the contractor and a tax adviser before the build contract is signed.

Is this tax advice?

No. This page is general information for investors, developers, and lenders. Structure, certificates, and recovery must be confirmed for the specific scheme.
