What a management agreement is
PBSA management is the specialist operating layer on a purpose-built student scheme. The management agreement appoints the operator, sets fees, and allocates risk for lettings, welfare, compliance, and reporting. It is not a residential agency appointment on a house.
A typical city-centre scheme is owned by a fund or private investor and run under a brand students recognise. Income quality is as much about that contract as about the postcode. Read it with the same attention you give the title.
UK coverage: 1,849 active schemes across 78 cities (62 cities with a hub page). As of 20 October 2026. These are PBSAX coverage figures, not a national census. See PBSA news for the dated snapshot, and city pages under UK PBSA.
Fees, KPIs, and capex
Operators are usually paid from gross income. The important questions are what sits in the fee base, whether there is a performance overlay, and which costs the owner still meets. Inventing a national “typical fee” is not useful — the agreement in front of you is the source.
| Clause | Why it matters |
|---|---|
| Fee base | Gross rent, net income, or a hybrid — and what is excluded. |
| Term and breaks | Initial term, renewals, and termination for poor performance. |
| KPIs | Occupancy, collections, complaints, health and safety, and reporting cadence. |
| Budgets | Who sets the annual budget and who can overspend. |
| Capex and FF&E | Owner versus operator responsibility and reserve mechanics. |
| Change of control | Sale of the scheme, refinance, and operator change consents. |
Operating context is in the PBSA property management guide. University occupancy contracts are nomination agreements.
Buying a scheme with an operator in place
On acquisition, confirm whether you inherit the operator, can replace them, and whether lender or university consent is required. A sale that cannot novate the management agreement is a different asset from one that can.
Run those questions through due diligence and the investment guide. Compare firms in the directory and on the operators page. City context is on UK PBSA, including London and Manchester.

FAQs
What is a PBSA management agreement?
The contract between the owner (or borrower) and the specialist operator that lets rooms, runs the building, and reports occupancy and net income. Students see the operator brand; the freeholder is often invisible.
How are PBSA operators paid?
Usually a contracted share of gross income, sometimes with a performance element. The owner still pays (or reserves for) insurance, major repairs, and items the agreement allocates to the landlord. Read the fee base, not only the percentage on a slide.
Can I change operator after I buy a scheme?
Only if the agreement allows it, and often only with lender and sometimes university consent. Change-of-control and termination clauses are a diligence item, not an afterthought.
Who is responsible for capex?
Day-to-day repairs usually sit with the operator’s budget. Structural items, plant replacement, and building-safety works usually sit with the owner unless the contract says otherwise. Ambiguity here is a common dispute.
Is PBSA management the same as residential lettings?
No. Academic-year letting, welfare duties, nominations, and dense building systems make this a specialist operating business. See the property management guide for the operating model.
