What “PBSA accredited” means in practice
In UK purpose-built student accommodation, PBSA accreditation is shorthand for membership of a housing-management code that sets day-to-day standards for larger student buildings. Buyers, lenders, and universities read it as evidence that the manager has accepted audited practices on health and safety, repairs, complaints, and student information — not as a substitute for building-safety or fire files.
Search results for “PBSA accreditation” are noisy. In the United States the same letters often mean the Professional Background Screening Association. This page is about UK student-housing codes only. If a brochure cites “PBSA accredited” without naming ANUK, Unipol, or UUK/GuildHE, ask which register and which building.
UK coverage: 1,849 active schemes across 78 cities (62 cities with a hub page). As of 4 November 2026. These are PBSAX coverage figures, not a national census. See PBSA news for the dated snapshot, and city pages under UK PBSA.
National Codes: ANUK/Unipol and UUK/GuildHE
Two families of code matter for UK student stock. The ANUK/Unipol National Codes cover larger developments: one route for educational establishments and one for private providers. The Non-Educational Code applies where the educational establishment does not manage and control the building under the Code’s management test. A separate UUK/GuildHE Accommodation Code of Practice is aimed at higher-education providers and sits in the same approved-code landscape for university-managed halls.
| Code | Typical stock | Who usually joins |
|---|---|---|
| ANUK/Unipol National Code (Non-Educational) | Private larger student developments | Manager with operational control of the whole building |
| UUK/GuildHE Accommodation Code of Practice | Educational-establishment managed stock | Higher-education providers seeking HMO-licensing relief routes under approved codes |
The Non-Educational National Code approved on 27 February 2026 is the current private larger-development standard. National Code materials define a larger development as one where 15 or more students live in one building in rooms off a central corridor, in cluster flats flats, or in self-contained flats. Traditional off-street HMO houses are outside membership. Applicants need operational control of common parts and of the bedrooms or studios, and the building must be open and occupied so a verification visit can take place.
Membership fees and application steps are published by the National Code: an application and administration fee plus a membership fee that is either a stated minimum or a per-bed rate above a published bed threshold. Treat those figures as the Code’s own published schedule and re-check them at application time.
How codes affect operators, lenders, and valuations
For operators, code membership is a marketing and university-relationship signal and a complaints framework with an audit panel. Failures can be published. For owners, the relevant question is whether the appointed operator is the code member and whether the management agreement requires them to maintain membership and report breaches.
Institutional buyers comparing living sectors should still separate this management standard from planning use and income shape — see PBSA vs BTR.
Renters’ Rights Act and approved-code membership
The Renters’ Rights Act 2025 changes the private rented sector in England toward assured periodic tenancies. Private purpose-built student schemes that need academic-year fixed terms rely on a statutory student-letting route that points at membership of a specified housing-management code. The Student Accommodation (Miscellaneous Provisions) (England) Regulations 2026 approves the ANUK/Unipol Non-Educational Code dated 27 February 2026 for that purpose and explains that the exemption for new private PBSA tenancies requires the provider, or a person managing the building on their behalf, to be a member.
Detail on grounds, timing, and what changes for existing tenancies belongs on Renters’ Rights Act and PBSA. This page only owns the accreditation and code-membership piece of that stack.
How to verify an operator
Start with the public registers, then match names to the management agreement and to who answers the phone on site. A freeholder can be outside the code while a managing agent is inside it — or the reverse. Joint applications are not how the National Code currently works; only one member manages and controls a given building under the Code.
| Check | Why it matters |
|---|---|
| Who manages day to day? | Code membership attaches to operational control, not only ownership. |
| Which code? | Private larger stock: National Code. University-managed stock: UUK/GuildHE code. |
| Building open? | National Code verification visits need an open, occupied building. |
| All eligible stock listed? | National Code members must register eligible PBSA they operate. |
| RRA exemption path? | In England, confirm approved-code membership before relying on fixed-term common-law lettings from May 2026. |
When a university partnership is in place, ask whether nomination or referral terms assume ongoing code membership and what happens if membership lapses mid-year.
The 27 February 2026 National Code and SI 2026/327
The Student Accommodation (Miscellaneous Provisions) (England) Regulations 2026 (SI 2026/327) came into force on 1 May 2026 and approves the ANUK/Unipol Code of Standards for Larger Developments for student accommodation not managed and controlled by educational establishments dated 27 February 2026. That instrument is what ties private PBSA code membership to the Renters' Rights Act 2025 section 32 pathway: new tenancies can sit outside the assured regime where the landlord, or a person acting for it or managing the building, is a member of the approved Code.
Membership is not a marketing badge. Diligence should obtain the operator's current membership certificate naming the correct legal entity, the developments covered, and the Code version date. An out-of-date certificate against a superseded Code version does not satisfy SI 2026/327. University-controlled halls use the separate UUK/GuildHE approved codes under the Housing Act 2004 section 233 route; private landlords should not assume a nomination agreement substitutes for ANUK/Unipol membership when they need paragraph 8(1)(b) of Schedule 1 to the Housing Act 1988.
Audit and complaint handling under the National Code cover welfare, health and safety, repairs response, and information to residents. Lenders and valuers increasingly treat loss of membership as an event of default risk because tenure strategy for the next academic year depends on it. Put a covenant in the management agreement requiring the operator to maintain membership of the approved Code named in SI 2026/327 and to notify the owner within a stated number of days of any suspension or condition.
Pre-1 May 2026 tenancies that became assured periodic on commencement rely on the modified student possession Ground 4A (Schedule 6 to the Renters' Rights Act) where code-membership conditions are met. Operators need a cohort map: which tenancies are common-law fixed terms under the new pathway, and which remain assured periodic with Ground 4A available. Verification steps and operator directory links sit in the sections above; city occupancy maths belongs on the occupancy and supply-demand guides.

Frequently asked questions
What does PBSA accredited mean in the UK?
In UK purpose-built student accommodation, “accredited” usually means the building’s day-to-day manager is a member of an approved housing-management code — most often the ANUK/Unipol National Code for private larger developments, or the UUK/GuildHE Accommodation Code for educational establishments. It is not the same as the US Professional Background Screening Association, which also uses the PBSA acronym.
What is the ANUK/Unipol National Code?
It is a voluntary code of standards for larger student developments not managed and controlled by educational establishments. The Secretary of State has approved the Non-Educational Code under the Housing Act 2004. Membership is for the party with operational control of the whole building, which must be solely or principally occupied by students and, for National Code purposes, typically 15 or more bed spaces.
Do all PBSA operators have to sign a code?
Membership is voluntary as a management standard. From 1 May 2026 in England, private providers who want the student-letting exemption from the assured tenancy framework under the Renters’ Rights Act 2025 need membership of the approved Non-Educational Code (or a managing person who is a member). Outside that route, code membership remains a commercial and underwriting signal rather than a universal legal duty.
How do I verify an operator’s code membership?
Check the public National Code member lists on nationalcode.org for private larger developments, and the UUK/GuildHE Accommodation Code of Practice site for educational establishments. Confirm the named member matches the party that actually manages the building, not only the freeholder on the title.
