PBSA Supply and Demand

How to test university demand against local student housing stock — without inventing a national undersupply number.

· · PBSAX Editorial

Why supply and demand is local

PBSA supply and demand is a catchment problem. Students enrol at a provider, then choose a bed within a walk, cycle, or short bus of that campus. A headline about a national student housing shortage does not tell you whether a specific scheme in Glasgow or Bristol will let.

HESA publishes how many students are registered at each provider. That is the official demand starting point. It is not an occupancy forecast. Some of those students live at home. Some are already in university halls. Some will never consider a private studio.

UK coverage: 1,849 active schemes across 78 cities (62 cities with a hub page). As of 20 October 2026. These are PBSAX coverage figures, not a national census. See PBSA news for the dated snapshot, and city pages under UK PBSA.

A method you can defend

Build the file in this order: provider enrolments, the share that needs a bed in the catchment, existing competing stock, then only the pipeline that is consented and funded. Separate studios from cluster rooms. Separate first-year nomination demand from returning-student direct-let.

StepWhat to use
DemandHESA enrolments at the providers that actually feed the catchment.
Live-in shareStudents who need a bed, not the whole headcount.
Competing stockHalls, private PBSA, and student houses in the same band.
PipelineConsented and funded beds only, with a realistic completion date.
Room typeStudios and cluster rooms do not substitute one-for-one.
International mixVisa and recruitment policy can move demand faster than stock.

International recruitment can move faster than construction. That is covered on international students in the UK. The qualitative sector view stays on the UK student housing market report.

Where to read the city

City stock, operators, and pipeline sit under UK PBSA. Live coverage counts — labelled as coverage, not a census — sit on PBSA news. Yield context is on yields by city. None of those pages invent a national undersupply ratio for you to paste into a bid.

When the catchment file is done, take it back to PBSA investment and the rent roll. Occupancy mechanics are on PBSA occupancy.

FAQs

Is there a UK-wide PBSA undersupply?

National headlines hide city and campus catchments. A shortage in one university city can sit next to oversupply around another campus. Underwrite the catchment, not a single national bed-gap number.

Where do student numbers come from?

HESA publishes enrolments by provider, level, and domicile. That is the demand starting point. It is not the same as beds that will actually let — some students live at home, some in university halls, some in houses.

What counts as supply?

University-owned halls, purpose-built private stock, and houses in multiple occupation that actually house students. Pipeline that is not consented or funded is not supply yet.

How should investors use a bed-to-student ratio?

As a screen, then replace it with the rent roll, applications, and competing schemes in the same walk-to-campus band. Ratios that ignore halls, commuters, and room type mislead.

Where can I see live scheme counts?
