Aviva Investors has announced its intention to develop a substantial 570-bedroom purpose-built student accommodation (PBSA) project located on Harbour Parade in the vibrant centre of Southampton. The proposed development is designed to include a variety of student living options, complemented by shared social and study spaces, as well as provisions for cycle parking. Notably, part of the structure is intended to rise to 11 storeys, featuring inviting roof terraces, alongside a tower that could reach up to 23 storeys, marking a significant addition to the city skyline.
This ambitious project will transform the site previously occupied by Mamas & Papas at West Quay Retail Park. The retailer vacated the premises last year, having relocated to a new unit within the retail park in October 2025. Aviva Investors has clarified that this PBSA initiative is distinct from the plans being formulated for the neighbouring Toys ‘R’ Us site, which is being developed in collaboration with Aviva Capital Partners, Southampton City Council, and the University of Southampton.
The Consultation Process
An online consultation regarding the new plans is currently open and will remain accessible until 5 July 2026. Following this period, Aviva Investors intends to carefully consider the feedback received before proceeding with a formal planning application to Southampton City Council.
