Kexgill Group’s UQ Partnerships and the University of Liverpool have officially entered into a joint venture (JV) agreement, marking a significant step in the provision of affordable purpose-built student accommodation (PBSA). This strategic collaboration, referred to as the Mulberry Partnership, was completed on 26 June 2026, following a planned trajectory that began in August 2025.
The foundation of this partnership was laid when Kexgill established a strategic partnership with the university to enhance the student accommodation landscape at its city campus. The initial phase will involve the conversion of existing buildings and the redevelopment of unused units, signalling a proactive approach to meet the growing demand for affordable student housing. This followed the signing of an exclusivity agreement between the University of Liverpool and Kexgill, which was pivotal in fostering this collaboration.
The Planning Process
In September 2025, the joint venture submitted a planning application to redevelop five specific buildings, aiming to create new PBSA facilities. The financial backing for this ambitious project is approximately £20 million, with the refurbishing contractor Rooms Group selected to execute the first phase at Mulberry Court. This phase is not just about creating new spaces; it is about redefining the student living experience by focusing on quality and accessibility.
