SW Properties has officially submitted plans for a new purpose-built student accommodation (PBSA) development, named Rose Studios, located at 104 St Anne Street in Liverpool. If granted planning permission, this scheme will feature 103 bedrooms and will be designed by Enhanced Architecture, with aspirations to enhance the area’s urban landscape.
The Design and Features
The proposed development will consist of a part five and part six-storey building that includes various amenity spaces. These amenities are set to feature a gym and communal study areas, catering to the needs of modern students. Positioned just north of Liverpool’s city centre and directly across from the new Merseyside Police headquarters, the site enjoys an advantageous location.
Context and Location
This site, previously used for car hire, is classified as a brownfield plot, mostly comprised of hardstanding with two single-storey structures. It occupies a transitional zone where the historic core of Liverpool intersects with several significant regeneration areas. Consequently, this location is poised to benefit from ongoing investment and growth.
The redevelopment will serve as an opportunity to repair the urban fabric by restoring a defined building edge and re-establishing continuity on St Anne Street. A thoughtfully designed built form is expected to transform this area from a transitional space to a vibrant urban frontage, contributing positively to the area’s regeneration efforts.
Architectural Considerations
The architectural design of Rose Studios draws inspiration from the character of Liverpool’s historic warehouse and institutional buildings, reflecting a refined expression that aligns with the evolving context of the city centre fringe. The aim is to deliver a high-quality PBSA that is both accessible and sustainable, within walking distance of the city centre and nearby university campuses.
In response to the increasing demand for well-managed student accommodation in this part of Liverpool, the project is well-timed to provide a suitable housing solution amidst significant urban change.
Timeline and Future Steps
SW Properties aims for the Rose Studios project to be completed in time for the September 2028 student intake. Notably, there have been no pre-application discussions with Liverpool City Council regarding the planning proposal. The project team includes industry experts such as NoiseAir, Tyrer Ecological Consultants, SCP Transport Planning, e3p, DGC, and Base Energy, highlighting a robust approach to the project’s development.
