Downing has recently secured Gateway 2 approval from the Building Safety Regulator for its ambitious student accommodation scheme located on Heber Street in the heart of Newcastle city centre. This significant approval is a critical milestone that allows construction to proceed, with Downing planning to commence work on-site in March 2026.
Project Details
Designed by the renowned architectural firm Simpson Haugh, this innovative scheme will provide a total of 411 student bedrooms. The development will consist of a combination of 303 standalone studio apartments complemented by 20 cluster units, catering to the diverse needs of students seeking high-quality accommodation in Newcastle.
Developer’s Vision
David Jenkinson, the development manager at Downing, expressed his enthusiasm about securing the Gateway 2 approval, stating, “This is a major step forward for our Heber Street development and we’re delighted to now be moving towards a start on site. Heber Street is just one of several exciting projects in our pipeline as we accelerate our strategy across key UK cities including Manchester, Bristol, Leeds, Glasgow, and London.” He further emphasised the commitment Downing has towards the Building Safety Regulations, noting the substantial investment made to ensure a detailed design for the submission.
Challenges and Insights
Jenkinson acknowledged the disappointment caused by delays in the approval timeline, yet he highlighted the importance of the lessons learned during this process. “While the delay in the approval timeline is disappointing, it’s encouraging to have our first approval completed and we’re ready to take what we’ve learned forward into future applications,” he remarked. This project serves not only as an opportunity for Downing to enhance its portfolio but also as a testament to the importance of adhering to rigorous safety standards within the UK PBSA market.
The Heber Street development aligns with the increasing demand for student accommodation in urban centres, reflecting a broader trend within the UK PBSA sector. As more students flock to cities for higher education, the need for modern, safe, and appealing living spaces continues to grow, presenting significant opportunities for investors and developers alike.
