Plans to construct a substantial 400-bed purpose-built student accommodation (PBSA) scheme on a former builders’ yard near the University of Warwick are poised for approval at an upcoming city council meeting. This development, proposed by Warwickshire-based Redford Developments, marks a significant step towards addressing the growing demand for student housing in Coventry, especially in light of the university’s expansion goals.
Planning Approval Secured
The outline application for the development, located on the site of the former FH Roofing premises, was originally submitted in September 2025. At the forthcoming committee meeting, councillors will deliberate on the proposal, which envisions the construction of four interconnected accommodation blocks, capable of housing up to 400 students. This site is strategically positioned to the south of Westwood Head Road, nestled between the university’s sports facilities and existing halls of residence on Scarman Road, making it a prime location for student living.
Overcoming Planning Hurdles
Despite receiving a positive recommendation from city planners, the project faced some resistance from local residents and councillors. Concerns were raised regarding the site’s quasi-protected status, as initial discussions with planning officials indicated potential policy challenges. During a pre-application consultation in 2024, Coventry’s planning officers highlighted that the land was situated within a safeguarded belt designated to prevent urban sprawl into the neighbouring Warwick area.
However, Redford Developments successfully argued that recent developments, including the Sherbourne Residences, have significantly altered the landscape, thereby constituting a “material change in circumstances”. They contended that the urbanisation resulting from these nearby projects diminishes the likelihood of the site being re-designated as Green Belt land, allowing the current proposal to proceed.
In a statement submitted as part of their planning application, the developers noted, “New development has been built and consented associated with the University to the south of the site, comprising new halls of residence west of Scarman Road, and a new Social Sciences Quarter has been consented adjoining the site’s eastern boundary. Permitted and consented development have the effect of enclosing the site on all sides, isolating it from the countryside beyond.” This rationale is critical in justifying the need for this new accommodation.
Supporting University Expansion
The proposed PBSA development aligns with the University of Warwick’s ambitious expansion strategy, which aims to add an additional 1,200 student beds on or near its campus by 2033. This initiative is crucial in alleviating the reliance on city-centre Houses in Multiple Occupation (HMOs) for student accommodation, thereby promoting a more sustainable and connected living environment for students. A report by Cushman & Wakefield, a reputable real estate consultancy, corroborated this vision by highlighting that while Coventry city centre currently has an oversupply of PBSA, the area surrounding the University of Warwick remains a “sub-market” that is underprovided.
Community Concerns and Mitigation Strategies
Opposition to the scheme has manifested in various forms, including an e-petition signed by 105 local residents. Concerns primarily centred around the potential increase in traffic congestion resulting from the new development. In response to these worries, Redford Developments has proposed a comprehensive highway improvement scheme along Westwood Heath Road. This plan includes traffic calming measures as well as the addition of a shared footway and cycleway on the northern side of the road, aimed at enhancing safety and accessibility for all users.
The architectural designs for the new PBSA have been developed by Maber Associates, with planning consultancy support from Marrons. The Coventry City Council’s Planning Committee is set to make a decision on the application at their meeting on Thursday, 2 April, 2026.
