The Tower purpose-built student accommodation (PBSA) scheme, situated at Joseph’s Well in Leeds, has made significant progress towards its construction phase as the project team confirmed the successful submission of its Gateway 2 application in accordance with the Building Safety Act. This recent achievement follows the granting of planning permission for the 14-storey development earlier this year and the appointment of McLaren Construction as the main contractor, subsequently propelling the scheme into the next phase of its pre-construction journey.
The Importance of Gateway 2 Submission
Approval through Gateway 2 is a crucial step prior to commencing construction on higher-risk residential buildings. This phase requires a comprehensive submission of detailed design and safety information to the Building Safety Regulator. The recent submission signifies another pivotal milestone in the ongoing evolution of the Joseph’s Well estate, showcasing how The Tower will integrate into a diverse array of uses across the city centre site.
Details of the Development
Upon completion, The Tower will offer a total of 256 student bedrooms, which will include a combination of studios and cluster apartments, in addition to communal amenity spaces. The development’s strategic location is within easy walking distance of both the University of Leeds and Leeds Beckett University, designed specifically to cater to the increasing demand for professionally managed student accommodation in this vibrant city.
Collaboration and Design Excellence
McLaren Construction noted that the Gateway 2 submission follows extensive months dedicated to detailed design development and the meticulous preparation of the necessary technical information required before construction can commence. Andrew Beaumont, Managing Director of McLaren Construction Yorkshire & North East, highlighted that this submission represents a significant milestone for the project and the region. He expressed gratitude for the hard work, collaboration, and technical focus demonstrated by all parties involved in reaching this important stage.
Cunniff Design, serving as the architect, lead designer, and Building Regulations Principal Designer, indicated that the proposals had been meticulously developed to a high level of detail, ensuring full coordination and readiness for submission to the Building Safety Regulator. The wider consultant team comprises Richard Boothroyd & Associates, Roscoe, Futureserv Consulting Engineers, Orion Fire Engineering, MZA Acoustics, JPI Compliance, ID Planning, and Gillespies.
Significance for the PBSA Market
The Tower is poised to represent the most substantial investment in Pullans’ 140-year history and signifies the most significant transformation of the Joseph’s Well estate since it transitioned from industrial use over 45 years ago. Previous approvals have already set the stage for this development to emerge as a key addition to Leeds’ expanding PBSA pipeline, with the Gateway 2 submission now moving the project closer to beginning construction.
