The redevelopment of the former Axis Square by Vita Group in Birmingham has faced a setback, as the city’s planning committee has deferred its approval. This ambitious project, known as the Goods Station scheme, comprises a five-tower masterplan featuring a blend of residential units, serviced apartments, and purpose-built student accommodation (PBSA), alongside a public food hall spanning 17,000 sq ft.
The development plan includes the following structures:
– **Building 1:** A 49-storey residential tower with 484 C3 units.
– **Building 2:** A 39-storey residential tower with 384 C3 units.
– **Building 3:** A 29-storey student residential tower with 720 bedspaces.
– **Building 4:** A 19-storey hotel, comprising 229 rooms (C1 units).
– **Building 5:** A 10-storey residential tower with 122 C3 units.
Set on the four-acre site of the old Axis office building adjacent to the Mailbox, the Goods Station scheme represents a significant opportunity for both housing and PBSA in Birmingham. Planning officers had previously recommended approval contingent on Vita Group’s commitment to a £3.9m contribution to off-site affordable housing, a £3.2m investment in public realm enhancements, and the acquisition of biodiversity credits.
However, the planning meeting revealed crucial concerns from councillors regarding the proposed housing mix. Many highlighted the need for a greater proportion of two and three-bedroom apartments, arguing that the current focus on one-bedroom units does not cater adequately to family needs. Additionally, councillor Gareth Moore advocated for the design of the development to be more distinct and appealing than merely a “collection of boxes.” He also called for guidelines on tall buildings to assist future planning decisions.
Despite these challenges, the redevelopment is poised to make a substantial economic impact on the West Midlands. During its construction phase, the project is expected to generate approximately 485 jobs and contribute an impressive £245m to the local economy. Once completed, Goods Station will create 185 permanent jobs on-site, yielding £2.4m in additional council tax revenues and contributing £7.8m annually to Birmingham’s economy.
If the planning hurdles are overcome, Vita Group anticipates breaking ground in autumn 2025, marking a pivotal moment for student accommodation and urban regeneration in Birmingham. With added features such as 17,000 sq ft of new food and beverage space and a proposed Community Infrastructure Levy payment exceeding £10m to Birmingham City Council, the Goods Station scheme has the potential to reshape the local landscape and provide much-needed accommodation options for students and residents alike.
